On 25 October, the Government approved the draft Law amending and supplementing the Code of Administrative Law Infringements, which sets forth the liability for driving road vehicles by the roads of the highest category without paying the charges payable by owners or managers of the vehicles. The draft amendments to the Law are being submitted to the Seimas.

The amendments to the Law on the Code of Administrative Law Infringements grant the right to the institutions responsible for controlling the collection of this charge to draw the protocols of administrative law infringements and impose penalties. The protocol of administrative law infringements will not be drawn in the cases when the penalty is imposed on a foreign driver on the site of commitment of an infringement.
