Lithuania and Latvia Signed a Memorandum Concerning the Border Crossing Point of Rail Baltica

On 27 June, the Minister of Transport and Communications of the Republic of Lithuania Mr. Algirdas Butkevičius and the Minister of Transport and Communications of the Republic of Latvia Mr. Ainars Šlesers signed a memorandum concerning the border crossing point and the establishment of the frontier section in implementing the project Rail Baltica in Riga.

The Ministers agreed that the existing infrastructure in Kaunas–Riga section would be modernised during the first phase of the implementation of the project Rail Baltica. The further implementation of the project provides for carrying out more comprehensive studies of the European gauge railway. 

The bilateral memorandum lays down that Rail Baltica will cross the Lithuanian-Latvian border at the current crossing point of the railway line with the state border in the railway section Joniškis (from the Lithuanian side) – Meitene (from the Latvian side). It also stipulates the Rail Baltica frontier section from Šiauliai (Republic of Lithuania ) to Jelgava (Republic of Latvia ).

Upon signing this memorandum, the countries will apply for the allocation of funds from the EU TEN-T Fund for financing of the first phase works of the project Rail Baltica for the financing period of 2007–2013.

Lithuania and Latvia also agreed on further cooperation in harmonising all technical and operational parameters of Rail Baltica. The Latvian side plans to sign a similar bilateral memorandum concerning the border crossing point of the railway gauge Rail Baltica with Estonia.
