Digital Agenda for Europe forms one of the Europe2020 Strategy pillars aiming to develop the Information Society. As contribution to this network, Lithuania has set the goal to improve businesses effectiveness and quality of life by expanding the possibilities of ICT.
 
“Rapid advancements in web development and technology are radically changing our lives. An increasing number of business and social activities are moved to the digital space. Although, digital space provides new opportunities, it requires new skills. Therefore, the abilities enabling competing in the labor market i.e. ability to use modern information technology, are becoming more relevant each day” said Rimantas Sinkevičius.
 
Lithuania is the EU leading country in the development of e-services in public administration. A total number of 245 public administration e-services are already operating in the country. It is expected that by 2015, the amount will increase up to 500. Furthermore, over the past four years the number of Lithuanians using e-services has doubled and during the first half of the year 2014 it reached 41 percent.
 
Additionally, the number of internet users is constantly increasing. In 2010, 44 percent of Lithuanian population used internet on a daily basis and, during the first half of year 2014, it reached 57 percent. It is expected that by 2020, 85 percent of country’s population will use the internet, whereas 95 percent of Lithuanian companies – the high-speed internet.
 
One of the most successful projects implemented in Lithuania is e-Government gateway website providing e-services. Currently, the number of public and business users using this website in increasingly rising. It is expected that by 2020, more than 50 percent of Lithuanians will use e-Government gateway.
