The Ministry of Transport and Communications increases the security of air transport passengers’ rights

“We propose to foresee effective and deferent measures for carriers by air, which cancel or delay flights for long periods of time and thus do not meet the requirements of the EU air passenger compensation and support rules, do not inform passengers about their rights and do not take proper care of passengers”, said Lithuanian Minister of Transport and Communications Eligijus Masiulis.
 
General rules of compensation and support for passengers in case of transportation refusal and cancellation of flights or delaying them for a long time are defined by Regulation of the European Parliament and the Council adopted in 2004. The foreseen amendments of Administrative Code of rights violation should ensure appropriate compliance to provisions and sanctions for carriers by air, as well as to ticket sellers for violations of rules for passenger, baggage and cargo carriage by air.   
 
The Ministry of Transport and Communications suggests increasing penalties for violation of the EU air passenger compensation and support rules from 3 to 10 thousand LTL and for the repeated infringement the penalties should reach from 10 to 20 thousand LTL. For infringement of the rules for passenger, baggage and cargo carriage by air it is suggested to define the penalty of 1–3 thousand LTL. Furthermore, such penalties should be administered not to heads of companies, but to the staff responsible for infringement and authorised by their head administration to represent the air carrier being personally responsible for infringements.
