Management of the EU Structural Funds in Lithuania

In Lithuania the administration of the finances of the European Union Structural Funds is regulated by the Resolution of the Government of the Republic of Lithuania  No. 649   of 31 May 2001 on responsibilities to be shared among the state institutions responsible for the administration of the assistance of the European Union Structural Funds intended for the implementation of the Single Programming Document for 2004-2006.

The main provisions of this Resolution:

  • Managing Authority performs all the functions of the managing authority addressed in the Regulation No 1260 and is responsible for SPD preparation and monitoring of the implementation. In Lithuania the managing authority functions are performed by the EU Programme Management Department under the Ministry of Finance.
  • Paying Authority implements all the functions of the paying authority of the EU Structural Funds which are assigned to it under the Regulation No 1260. The paying authority function is performed by the National Fund Department under the Ministry of Finance.
  • Intermediate bodies are responsible for SPD measures’ under EU Structural Funds attributed to them and general financial means’ planning, implementation and monitoring.

In Lithuania functions of intermediate bodies are performed by:

  • The Ministry of Environment;
  • The Ministry of Transport and Communications;
  • The Ministry of Economy;
  • The Ministry of Social Security and Labour;
  • The Ministry of Education and Science;
  • The Ministry of Health;
  • The Ministry of Agriculture;
  • Information Society Development Committee under the Government of the Republic of Lithuania.

Implementing agencies are responsible for the administration and the implementation of the monitoring of the projects of attributed SPD means.

In Lithuania functions of implementing agencies are performed by:

  • ISPA Implementing Agency under the Ministry of Environment;
  • Transport Investment Directorate;
  • Public Institution Lithuanian Business Support Agency;
  • Support Fund of Human Resources Development Programmes;
  • National Paying Agency under the Ministry of Agriculture;
  • Public Institution Central Project Management Agency;

Monitoring Committee is the key institution implementing monitoring of the Single Programming Document which performs all the functions of the monitoring committee assigned to it under the basic Regulation. The monitoring committee is nominated following the European Commission approval of SPD, but not later than in 3 months. The Government of the Republic of Lithuania approves the institutional structure of the Monitoring Committee.

The support of the EU Structural Funds for the Lithuanian Transport Sector will be granted according to the priorities established in SPD and supported activities.
