Travel restrictions regarding Covid-19

The tertiary (absolute preparedness) level of the civil protection system and quarantine on the territory of the Republic of Lithuania declared on March 14, 2020. The quarantine regime is effective from 16 March 2020, 00:00, until 31 May 2020, 24:00.
Regarding cross-border and domestic movements:
As of 14 May, to prevent the entry of foreigners into the Republic of Lithuania, except for:
- citizens of the Republic of Poland and persons lawfully residing in the Republic of Poland, provided that they have not travelled outside the Republic of Poland in the past 14 days before the entry to the Republic of Lithuania, arriving for the purpose of work, business or studies;
- citizens of the Republic of Estonia or of the Republic of Latvia and persons lawfully residing in these countries, provided that they have not travelled outside the Republic of Latvia and the Republic of Estonia in the past 14 days before the entry to the Republic of Lithuania;
- foreigners who are family members of the citizens of the Republic of Lithuania (parents (adoptive parents), children (adopted children), spouses and carers);
- crew members, who are employed in Lithuanian companies engaged in international commercial transportation, or who carry out international commercial transportation by all the means of transport;
- persons entitled to reside in the Republic of Lithuania;
- persons enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961) and the Vienna Convention on Consular Relations (1963);
- persons serving in the military units of NATO and of NATO countries and the personnel serving them and their family members;
- health professionals arriving for the provision of transplant services;
- journalists entering the Republic of Lithuania at the permission of the Minister for Foreign Affairs;
- foreigners who, in exceptional cases, shall be allowed entry to the Republic of Lithuania on the basis of an individual permission by a minister holding the jurisdiction in the respective realm, and whose entry has been approved by the Government.
The crew members, who carry out international commercial transportation by all the means of transport, shall transit through the territory of the Republic of Lithuania without a necessary stop.
State border crossing shall be carried out at the following international border crossing points:
- By road: (as of 18 May) the entry of persons and/or their private passenger cars into the territory of the Republic of Lithuania shall be allowed only at the following international state border crossing points: Kalvarija - Budzisko, Saločiai - Grenstale, Butingė - Rucava, Smėlynė - Medume and Lazdijai - Ogrodniki. The entry of diplomatic transport shall be allowed at all the road state border crossing points. In exceptional cases, the entry of persons and/or their private passenger cars shall be allowed into the territory of the Republic of Lithuania at other international border crossing points specified in this subparagraph, where there is a permission by the Head of the State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania or his authorised person.
- By railway: Vilnius railway station, Stasylos - Benjekoni, Kena- Gudagai, Šeštokai – Trakiszki. Border crossing for commercial and/or international freight transportation shall be additionally carried out at the following international state border railway crossing points: Stasylos – Benjekoni, Pagėgiai - Sovetsk, Joniškis - Meitene, Turmantas – Kurcums and Kybartai - Nesterov;
- Airports: Vilnius, Kaunas, Palanga and Šiauliai international airports’ border checkpoints;
- Sea ports: Pilies, Malkų įlankos, Būtingė oil terminal and Molo border crossing points.
Transportation of passengers and/or their private passenger cars to the Republic of Lithuania by passenger ships/ferries shall be prohibited, except for the ferries running on the routes between Kiel - Rostock - Travemünde and Klaipėda, where passengers are not picked up at intermediate ports and where the minimum contact with bystanders is ensured at the intermediate ports during the change of ferries. At the submission of the Minister of Foreign Affairs, in exceptional cases, a decision regarding permission shall be taken by the Government of the Republic of Lithuania.
Regular passenger flights to international airports of the Republic of Lithuania shall only be allowed on the routes that have been approved to resume by the Government at the recommendation of the Minister for Foreign Affairs. Non-scheduled flights carrying more than 10 passengers to international airports of the Republic of Lithuania shall fall subject to an individual permission to operate issued by the Lithuanian Transport Safety Administration.
A transit of persons returning to their country of residence or in whose respect a reasoned request has been made by a foreign country, also seafarers shall be allowed through the territory of the Republic of Lithuania without a necessary stop, in formed groups of persons or vehicles with ensured compulsory escort (convoy) of these groups from the entry into the Republic of Lithuania to the departure from it through the international border crossing points. The requirement to form a group of persons or vehicles and to ensure the compulsory escort (convoy) of these groups from the entry into the Republic of Lithuania to the departure from it through the international border crossing points shall not apply in the case of the citizens of the Republic of Estonia and of the Republic of Latvia and of persons lawfully residing in these countries.
The facilitated transit of persons through the Republic of Lithuania from the territory of the Russian Federation to Kaliningrad region of the Russian Federation and backwards shall be carried out only at Kena railway border checkpoint and Kybartai railway border checkpoint under the conditions laid down by the Minister for Foreign affairs of the Republic of Lithuania. The transit of seafarers may be carried out after the shipping company or the ship’s agent has ensured their safe transportation from the entry into the Republic of Lithuania to the departure from it through the international border crossing points.
Entry of cruise ships into Klaipėda State Seaport shall be prohibited.
The movement of goods shall not be restricted.
