Upcoming changes: new rules for consignments from third countries

From 1 July, the rules for low value consignments from third countries, including changes in distribution and customs processes and delivery, are changing in the European Union (EU). Lithuanian Post is prepared for the changes, but it warns its clients about possible disruptions.

In only two weeks, all consignments, including low value consignments (less than 22 euros), coming to the EU will be charged a value-added tax (VAT). By the decision of the European Commission, the new rules will come into force in all EU countries. In 2020, 37 000 consignments had to be declared to customs, which makes only 0.37 % of all consignments from foreign countries. Lithuanian Post estimates that by 2022, with the new rules in force, the number of consignments to be declared will increase up to 10 million per year.

Up to 70 % of foreign consignments come to Lithuanian Post from third countries; therefore, these changes will affect a large part of the population. Due to this change, small consignments will become more expensive for the buyers and their delivery time will inevitably increase.
