Single Programming Document

The Single Programming Document (SPD)of Lithuania (2004-2006) was approved by European Commission Decision No. C(2004)-2120, dated 18 June 2004 and Government of the Republic of Lithuania Resolution No. 935 “On the Approval of the Single Programming Document of Lithuania (2004-2006)“ (Official Gazette, 2004, No. 123-4486). The SPD is the principal Lithuanian strategy document for assistance from the EU Structural Funds. During the implementation of Measure 1.1 - Improvement of Accessibility of Transport Infrastructure and Its Service Qualityunder SPD Priority 1 - Development of Social and Economic Infrastructure, transport infrastructure projects in Lithuania will be financed from one of the EU Structural Funds, i.e. the European Regional Development Fund.

Allocations to the transport sector under Measure 1.1 of the SPD amount to EUR 189 million ( EUR 142 million from the ERDF and EUR 47 million are national co-financing funds).

Detailed descriptions of SPD measures (eligible activities and beneficiaries, project selection criteria, implementation monitoring indicators, etc.) are set out in the Annex to the SPD.

The Annex to the SPD provides that the total amount of funds allocated to the transport sector under the SPD (2004-2006) will be earmarked as follows: 72% with respect to projects of national importance under the procedure of direct funding and 28% with respect to projects of local importance, mainly municipal projects under the procedure of time-limited allocation of funding.

Currently all amendments to the Annex to the SPD are approved by the SPD Monitoring Committee, the institutional structure whereof was approved by the Government of the Republic of Lithuania Resolution No. 950, dated 11 August 2004 “On the Formation of the Monitoring Committee to Monitor the Implementation of the Single Programming Document of Lithuania (2004-2006)“ (Official Gazette, 2004, No. 128-4598).

Ministry of Transport and Communications of the Republic of Lithuania has implemented 79 projects funded by the ERDF.

Certified eligible expenditures – 218,4 million Euros, of which ERDF 148,86 million Euros.

Funds paid out to the projects – 212,87 million Euros, of which ERDF 145,39 million Euros (102 % of the EU limit).
