EU structural assistance funds were used for the construction of four new by-passes that will eliminate transit transport traffic from the cities: Vilnius Western by-pass, Vilnius external Southern by-pass, Kairiai by-pass and Priekulė by-pass.

Without by-passes transit transport flows were directed through the streets of the city and the streets were not suitable for it. Especially many problems were caused by heavy vehicles - they caused danger to other transport users, polluted the environment, the street surface was affected and became damaged quickly.

The construction of by-passes was carried out under the implementation of Operation Programme for Economic Growth “Installation of traffic safety enhancing infrastructure, construction of city by-passes”.

Construction of by-passes:
  • Vilnius Western by-pass (stages I and II). In the future this by-pass will link international transport corridor IXB and Vilnius-Panavežys highway.;
  • Vilnius External Southern by-pass. 7,7 km stretch has been built from Vilnius-Kaunas highway to Eišiškės highway in the first stage. After the completion of two later stages by-pass will reach Minsk highway and total length of the by-pass will be 27,3 km. ;
  • Kairiai by-pass. Panevežys-Šiauliai highway by-pass is 7,2 km long and directs traffic to the South-West side of the town.
  • Priekulė by-pass. 6,5 km by-pass has been built during stage I.  Later the by-pass will be 11 km long and will run around the town from the East (highway Kaunas–Jurbarkas–Šilutė–Klaipėda).
